Version v1 uses Kalshi's public Presidential Party, Senate Control, House Control, House-seat, Senate-seat and shutdown constituent events; the published 19/17/18/17/17/13 component weights; and the displayed +9 Republican current-control contribution. Binary legs use normalized bid/ask midpoints. House and Senate distributions use normalized bucket midpoints, with chamber margin scored as the raw seat margin. Open-ended tails use the adjacent half-bucket, never the exchange's technical cap. The shutdown leg remains neutral until a separately verifiable live-shutdown/blame feed exists. Missing events, invalid quotes, spreads above 25 points, incoherent distributions, non-JSON responses and stale or missing HTTP source dates fail closed. This is a transparent Forever reconstruction, not Kalshi's proprietary official index calculation.
